Supervision of IST OfficeIn the morning session on Day 3, some delegates questioned a recommendation calling for the International Secretary-Treasurer to be supervised by the International President (Article 9.4). In the past, the IST had been supervised by the International Executive Council. Questions arose as to whether the change would weaken the system of checks and balances and whether the IST office might be done away with entirely. The Law Committee explained that the Executive Council meets only a few times a year, making it impractical to supervise the IST. They also pointed out that it would be more efficient for the IP to supervise the IST, since the two offices work so closely together. Moreover, supporters noted that the federal government imposes extensive checks and balances on all union activities. George Rogers, Law Committee chairman, said it would be pointless to speculate about the future of the IST office at this time. The recommendation passed by voice vote. |
