Law Committee report spurs debateFollowing the final reports of the Committee on the Officers Report and the Credentials Committee, the Law Committee resumed its affirmation of the Constitution on Day 2. Some debate followed the Committee’s recommendation that the Executive Council be given the authority to reduce its numbers as members retired, re-designating sections where necessary, and an amendment calling for secret ballots on the floor of the convention, but the Law Committee’s report was adopted in both cases. Sterling Park Local 11, Montana Debate heated up significantly when the Law Committee reached Article 7.3, defining the salary of the International president. Many delegates believed the raise being called for was too large, and the volume of discussion led the Convention Chair Warren Fairley to ask for a roll-call vote. Sterling Park (Local 11, Montana) moved to amend the report, lowering the raise to less than two percent. Delegates voted to discontinue voting halfway through the roll call, when the amendment was being voted down by a margin of 23 to 1. After a very brief discussion, the Law Committee’s report was adopted by a margin of nearly four to one on another roll-call vote. The Convention recessed for the day at 7:54 p.m. |
